No. IssueFolio is a one-time purchase ($9.99 at launch) — all projects, exports, templates, and branding, for as long as you use it. Re-download it on your other Apple devices with the same Apple ID.
On your device, by default. Nothing in your projects is uploaded to a server. Backups are exportable files you control. Note: uninstalling the app removes local projects, so export a backup of anything important. Re-downloading the app on a new device does not sync your projects.
